Enhanced Windows Functionality

Some windows specific enhancements:
-Fixed window size (prevent accidental resize)
-Set always on top (prevent accidental click off)
Its currently optimized for play on 1080p, might be a bit small on 2.7k or 4k. If the game gets some traction on Windows I'll add an options menu for window size.
Other fixes:
-Improved collision detection method! Snails should bounce more like balls instead of cubes now. Helps to smooth difficulty curve that occurs ~level 18
-Minor adjustments to SFX controller
